Parashat (Torah Portion) Acharei Mot recounts the laws of Yom Kippur rituals, including the practice that serves as the linguistic basis for the term "scapegoat" to this day: Aaron, or Cohen HaGadol/the High Priest, would don their most ceremonial robes & the choshen/breastplate. He would set aside two goats -- one to be marked for God, and the other for Azazel. The goat for God would be sacrificed as a sin offering; the goat marked for Azazel would be sent off into the wilderness, taking the sins of the People of Israel with it. 

The rituals continue with a bull offering, incense, and more, creating a ceremony for Yom Kippur which we can no longer observe since the destruction of the Temple in Jerusalem, but we try to replicate the spiritual aspects throughout our worship and other traditions on Yom Kippur every year.
